It's mandatory to carry out a detailed assessment according to the Regulatory Reform (Fire Safety) Order 2005 or "the Fire Safety Order". By law, you need to have a fire risk assessment carried out and reviewed on a regular basis. Noncompliance could lead to a fine or a prison sentence.

If you own, manage or operate a business, you need to comply with fire safety law. The Fire Safety Order applies to almost all buildings, places and structures including but not limited to houses in multiple occupation (HMO’s), maisonettes and blocks of flats. A fire risk assessment should also be recorded if you have five or more employees or your business has a licence under enactment in force.
